As we move toward superintelligence, incremental policy reforms won’t be enough. The transition will reshape how work is done, how knowledge is created, and how prosperity is shared—and will require new ideas, new institutions, and new ways of building together.
We introduced Industrial policy for the Intelligence Age in April 2026: a set of early, people-first ideas to expand opportunity, share prosperity, and build resilient institutions. These ideas are intentionally exploratory—a starting point for discussion that we invite others to build on, refine, challenge, or choose among through the democratic process.
Application Requirements
Organizations may only submit one application, but you may include multiple individuals as collaborators on your proposal.
Please note that we can only consider applications that have been completed in full and submitted via the application portal. If you have questions on the application process, please email newindustrialpolicy@openai.com. Kindly note that we will not be able to accommodate individual discussions about proposals.
Project Objectives (max 400 words): Describe the objectives of your proposed project. In your response, please:
- Identify the specific proposal or proposal(s) from Industrial policy for the Intelligence Age that your work will develop, evaluate, or challenge
- Clearly state the core research questions or objectives your project seeks to address
- Explain why these questions are important to advancing a people-first approach to the transition to superintelligence
In this response, we’re looking for direct engagement with the ideas in our proposed industrial policy, well-defined and answerable questions, and a compelling explanation of why your proposed work matters.
Methods and Approach (max 500 words): Describe how you will carry out the proposed work. In your response, please:
- Specify the analytical methods or approaches you will use (e.g., economic analysis, legal analysis, historical case studies, empirical research, policy evaluation, etc.)
- Explain why these methods are well suited to your research questions
- Reference prior work (your own or others’) that uses similar approaches, and what you will build on or do differently
- If applicable, describe how you will use AI tools to enhance the depth, scale, or quality of analysis
In this response, we’re looking for methodological rigor, feasibility, and a clear connection between your methods and the questions you aim to answer.
Project Plan, Budget, and Deliverables (max 400 words): Provide a high-level plan for executing your project. In your response, please:
- Outline key project phases and milestones
- Provide a description of the organization or team behind the project, including background of key participants
- Provide an estimated timeline (projects are generally expected to be completed within 6–12 months)
- Describe the expected outputs or deliverables (e.g., reports, datasets, tools, publications, course materials)
- Simple budget breakdown covering major categories such as personnel, data, compute and other direct costs.
- Summarize how you will use requested funding and/or API credits
In this response, we’re looking for a credible, well-scoped plan with clear outputs that contribute to public understanding and policy development.
